My vault's production levels are at least 2x that of the consumption so I have some breathing room when incidents break out and resources drain like crazy in case of an emergency wipe out situation. Stimpak and radaway rooms are 2 wide because they are most efficient 2 wide. All of my production rooms are at the top for ease of collection, and I only use nuka cola rooms and nuclear reactors as these are the most efficient. My vault uses the 3-3-2 layout with elevators in center for fast dweller movement around the vault.
